
The HOPE (Heroin Opioid Prevention Effort) Initiative is the first statewide program in the nation to bring together substance use and mental health professionals with members of law enforcement in a proactive, community-based approach to addressing the opioid overdose crisis.
CODAC Behavioral Healthcare is a key treatment and clinical partner in the HOPE Initiative, providing the substance use expertise, assessment, and pathways to care that make recovery possible. CODAC plays a central role in ensuring individuals reached through HOPE have timely access to evidence-based treatment and ongoing support.
Through the HOPE Initiative, CODAC's HOPE clinicians and outreach staff collaborate directly with trained law enforcement partners to engage individuals who may be at elevated risk of overdose—often following a non-fatal overdose or other indicators of concern. This outreach is voluntary, non-punitive, and person-centered, with the sole purpose of connecting individuals to care, not the criminal legal system.
CODAC provides comprehensive assessments and coordinates access to services including medication for opioid use disorder (MOUD), outpatient substance use and behavioral health services, care coordination, and recovery supports. By meeting people where they are—both literally and figuratively—CODAC helps remove barriers to treatment and builds trust at a critical moment.
Together, CODAC and its HOPE partners are working to save lives, reduce stigma, and strengthen communities across Rhode Island by transforming how individuals at risk of overdose are supported and connected to care.
